They do in the eyes of the City of Dallas.

When Central Market opened in Dallas, I admired their innovative handicap-access parking, and how wheelchair users had a passageway between the rows of parked cars.A few months later, those passageways have been replaced with shopping cart parking.
Was this done in response to an ADA requirement regarding the safety of a wheelchair user, or was it done by a non-thinking manager looking for more places to park shopping carts?
